Public offer

1. General

This public offer sets the terms for selling digital services on neogo.uz (NeoGo.uz, the «Provider»). Signing up via Telegram or topping up your balance means full acceptance of these terms.

2. Subject

The Provider delivers Telegram Stars, Telegram Premium subscriptions and Telegram gifts to the Telegram username specified by the Customer. The services are digital and are delivered through the Telegram and Fragment platforms.

3. Price and payment

Prices are shown in Uzbek soum and may change with the exchange rate; the price at the time of ordering applies. The balance is topped up by transferring the exact amount shown by the system to the card; the payment is detected automatically. Purchases are charged from the balance.

4. Delivery

Orders are usually completed within minutes. The Customer is responsible for the correct username: a service delivered to a wrong username is not refundable.

5. Refunds

If an order fails, the amount is automatically returned to the balance. A correctly completed and delivered order is not refundable. Refunds of an unused balance are considered individually by the administrator.

6. Rights and obligations

The Customer must provide accurate data and not share the account or API key. The Provider may restrict or block an account in case of fraud, abuse or violation of Telegram rules, and may temporarily suspend the service for maintenance.

7. Liability

The Provider is not liable for outages of Telegram, Fragment or payment systems, changes to their rules, or events beyond its control (force majeure). Where possible, money is returned to the balance.

8. Personal data

Telegram ID, username, name and profile photo are used for login. Data is stored only to provide the service and is not shared with third parties except as required by law.

9. API partners

API usage is governed by this offer as well. The partner is responsible for the key and for requests made on their behalf.
